A 17-year-old suspect in a deadly shooting at the First Friday street festival was ordered held without bail Tuesday. Issac Manriquez faces counts of open murder and attempted murder in the death of 15-year-old Carth Onasi Jacobs-Rodgers and the wounding of two other teens. Pro Tem Justice of the Peace William Jansen issued the no-bail order at a morning hearing, a decision Deputy District Attorney James Puccinelli said reflected the strength of the prosecution's case. "We're really, really concerned with the brazen nature of this attack and murder," Puccinelli said.
According to a Metropolitan Police Department arrest report, the shooting was gang-related. Police said Manriquez admitted to the shooting, which occurred because two gangs at the event "banged" on each other. Investigators said Manriquez left his wallet at the crime scene, making identification straightforward.
In the aftermath, Mayor Shelley Berkley said the city, Metro Police and the First Friday Foundation are discussing potential changes, including entry checkpoints and adjustments to curfew ordinances. "While discussions are ongoing with Metro Police, the First Friday Foundation and the city of Las Vegas there may be a pause on the event in November," Berkley said in a statement provided by a spokesperson Tuesday.
Chief Deputy Special Public Defender Charles Cano did not immediately respond to requests for comment Tuesday afternoon.
