Police: 19 arrests made during Las Vegas Valley Halloween sex offender compliance operation

Law enforcement officers arrested 19 people across Clark County during a multi-jurisdictional sex offender compliance operation conducted between Oct. 26 and Oct. 30. Officers contacted 1,953 registered sex offenders to verify adherence to registration requirements ahead of Halloween.

The sweep led to eight arrests for failure to obey sex offender registration laws and 11 arrests for outstanding warrants. Those arrested for registration violations were Ernest Johnson, 86; Kyle Morrison, 49; Gerald Dobbs, 55; Jeffery Barker, 50; Erik Bass, 46; Jerry Harris, 70; Harold Brinkley, 56; and Richard Flores, 39.

Participating agencies included the Las Vegas Metropolitan Police Department and its Sex Offender Apprehension Team, the U.S. Marshals Service Nevada Violent Offender Task Force, Nevada State Police Parole and Probation Sex Offender Unit, Henderson Police Department, Boulder City Police Department, North Las Vegas Police Department, and the Clark County School District Police Department.

LVMPD reminded offenders that address verification schedules depend on their assigned tier: Tier 3 offenders must check in quarterly, Tier 2 biannually, and Tier 1 annually. Police also highlighted Offender Watch, a public website and mobile app that displays registered offender addresses, and urged residents not to confront individuals but to report suspicious activity. Former LVMPD undersheriff Chris Darcy said the community serves as essential "eyes and ears" for law enforcement.
