Henderson police conducted a decoy operation Friday morning after a child was struck in a crosswalk, issuing 29 citations in just two hours. A sergeant, dressed entirely in black from head to toe, repeatedly crossed the same intersection in the Green Valley Ranch neighborhood to identify drivers who failed to stop for pedestrians.
